Imo, a definite step that should be taken is to ensure all states have a mechanism in place by which adult gun owners are held accountable if children access their guns and injure or kill anyone, including themselves.

I wasn't joking about it.  I was nicely pointing out that you implied a 7th grader has the proper cognitive development to make appropriate decisions in regard to handling a gun.
